Call for Audit for FY 2079/080 for ILF-Nepal

Call for Proposal: Consultancy Services for Statutory Audit, SWC Closure, and PAN Closing

The Public Defender Society of Nepal, on behalf of the International Legal Foundation (ILF), is seeking proposals from registered chartered accountants or firms for consultancy services related to conducting statutory audit for FY 2079/080 and/or story audit involve all FY during closing process, facilitating the closure process with the Social Welfare Council (SWC), and managing PAN number closing with the Revenue Department of Nepal for ILF-Nepal.

Proposal submission deadline: 7 Dec 2023. 

Audit Report for FY 2079/080 supposed to be signd by/between: 15-20 Dec 2023.

Scope of Work:

Statutory Audit Services for FY 2079/080 and as all FY involve in closer process:

• Conduct a thorough statutory audit for the financial year 2079/080 with almost zero balance and required additional FY audit report involve in closer process.
• Prepare comprehensive audit reports for both the mentioned fiscal years.
• Conduct & Provide Audit and submit to concerned authorities till ILF will not received business closure letter from both SWC and tax revenue department.

Consultancy Services for SWC Closure Process:

• Provide expertise and guidance to facilitate the closure process with the Social Welfare Council (SWC) for ILF-Nepal.
• Assist in compiling necessary documentation and formalities required for the closure.
• Dealing with SWC official or its committees as ILF-Nepal representative to follow up on closer process.

PAN Number Closing Service with Revenue Department:

• Manage the closure of PAN number with the Revenue Department of Nepal in alignment with ILF-Nepal's requirements.
• Dealing with revenue department/official as ILF-Nepal representative to get PAN certificate close.

Continued Consultancy in Formal Closure Process:

• Work as a consultant for ILF-Nepal throughout the formal closure process until the receipt of the closing letter from SWC.

Requirements for Proposal Submission:

Interested and eligible chartered accountants or firms should submit their proposals addressing the following points:

• Overview of the firm's experience in conducting statutory audits and/or consultancy services related to NGO closures in Nepal.
• Proposed methodology and timeline for conducting the statutory audit and supporting ILF-Nepal in the closure processes.
• Detailed breakdown of services to be provided and associated costs.
• Any additional value-added services or expertise that the firm can offer.

Submission Guidelines:

• Proposals should be submitted electronically to info@ilf-n.org at no later than 7 Dec 2023.
• Please include "Consultancy Proposal - ILF-Nepal" in the subject line.
• Audit fee for FY 2079/080 should be mentioned separately and a service charge in a package for all works (FY 2079/080 audit and any further audit requirements in closing process with SWC and PAN) should be mentioned separately with breakdown.

Evaluation Criteria:

Proposals will be evaluated based on the following criteria:

• Experience and expertise in statutory audits, NGO closure processes, and dealings with the Revenue Department.
• Clarity and feasibility of the proposed methodology and timeline.
• Cost-effectiveness and value for the services offered.
• Additional value-added services or expertise provided.

Service/Consultancy fees:

• Service/Consultancy fees wishes to be negotiated and will fixed based on mutual understanding and agreement.
• Agreed service fees will be directly wired directly from the International Legal Foundation (ILF) through bank account provide.
• This wil be ILF sole decision, whether to choose service only for FY 2079/080 audit or to go in package for all services indicated. 

Note:

• For ILF-Nepal, The International Legal Foundation, USA, reserves the right to reject any or all proposals and is not bound to accept the lowest-priced proposal.
• The ILF, will have sole right whether to move only for one statutory audit for FY 2079/080 or will deal in package for consultation services based on the cost proposed.
